To accommodate the overlapping proclamations, Flags should be lowered at sunrise Sat. Nov. 25 in honor of Sgt. Southard and remain lowered through Nov. 29 at sunset, in honor of Rosalynn Carter.

In his proclamation, President Biden remembered the late first lady as "a champion for equal rights and opportunities for women and girls; an advocate for mental health and wellness for all; and a supporter of the often unseen and uncompensated caregivers of our children, aging loved ones, and people with disabilities."
